Fair Usage Policies allow subscriber speeds to be automatically reduced once a data threshold is reached within a daily, weekly, or monthly cycle, rather than cutting the subscriber off. A Fair Usage Policy is a named container of rules, where each rule defines how much data (per chain: download, upload, or combined) triggers a download and/or upload speed reduction, and during which UTC time window it applies. When several rules match at the same time they all apply and their reductions compound. Usage counters reset on the subscriber's local time, so the subscriber timezone should always be set correctly. A Fair Usage Policy is applied to subscribers by attaching it to a Subscriber Profile.
